Written legal opinion provided to the Senate Committee by DOI, confirming that “the comprehensive nature of the extinguishment of Indian land claims provided for in Section [1723] (which is very similar to the language used in the Rhode Island Indian Claims Settlement Act of 1978, 25 U.S.C. §1705), especially as supplemented by Section [1724(e)], would completely eliminate the clouds from land titles in Maine caused by the pendency of such Indian claims.”
